Dated: July 8, 2015: The City of Rochester Hills is accepting proposals from qualified firms to provide an automatic vehicle location system for the City’s Department of Public Services. Sealed proposals will be received by the City of Rochester Hills at the Purchasing Division, 1000 Rochester Hills Drive, Rochester Hills, MI 48309 until EXACTLY 3:00 P.M. Local Time, WEDNESDAY, JULY 29, 2015 at which time and place the names of said proposers will be read. The City of Rochester Hills officially distributes bid documents from the Purchasing Division or through the Michigan Intergovernmental Trade Network (MITN). Copies of bid documents obtained from any other source are not considered official copies. Only those vendors who obtain bid documents from either the Purchasing Division or the MITN System are guaranteed access to receive addendum information, if such information is issued. The first step to do business with the City is to become a registered vendor by visiting the City website at www.rochesterhills.org, select City Services, Departments, Purchasing and Vendor Registration to link to the MITN website. OVERVIEW With a view to obtaining the most acceptable services, these specifications cover the general requirements. Recommendations from proposers are encouraged and will be reviewed and evaluated based on the best interests of the City. This document is a Request for Proposal. Competitive sealed proposals will be evaluated based upon criteria formulated around the most important features of the service. The proposed evaluation criteria should be viewed as standards, which measure how well a proposer’s approach meets the desired requirements and needs of the City. SCOPE OF WORK/PROJECT REQUIREMENTS The City of Rochester Hills is accepting proposals from qualified companies to provide an automatic vehicle location system (AVL) with wireless global positioning systems that will collect diagnostic and location information from the City’s Department of Public Services vehicles. The initial start-up shall be for approximately 30-40 units with the possibility of expanding the number of units in the future. The City is seeking proposals from qualified AVL system vendors which offer a turnkey/scalable solution which contains an extensible equipment platform and a hosted internet-based application service. The successful proposer will be responsible for configuring, training, delivering and implementing the equipment and services for the City’s vehicle tracking, reporting, and management purposes. The City of Rochester Hills Fleet Department will be responsible for installation of the AVL units into all City vehicles.
