Additional Bidding Instructions

A certified check payable to the City of Port Huron, or a satisfactory bid bond executed by the bidder and a surety company, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid may be withdrawn for at least ninety (90) days after the scheduled closing time for receiving bids. All bids must be submitted on proposal forms provided by the City of Port Huron for that purpose.
The City of Port Huron reserves the right to reject any or all bids, to waive any defects or irregularities in the bid, and to accept any bid which is deemed most advantageous to the said City's interests. The successful bidder will be required to furnish satisfactory performance, labor and materials bonds, maintenance and guarantee bonds, and insurance certificates.
All bidders are required to qualify according to the bidder qualification regulations for contractors bidding on City of Port Huron contracts as set forth in the instruction to bidders. Contractor must comply with the City of Port Huron Uniform City Income Tax Ordinance.
The above referenced project is funded with assistance from a Michigan Department of Natural Resources Program (Trust Fund, Recreation Passport Fund or similar) and therefore, all successful bidders shall comply with all requirements as deemed necessary when state or federal funds are being used to assist in the procurement, construction, installation or similar tasks. Project must comply with all related federal, state, and local orders, public acts, executive directives and ordinances, including, but not limited to, requirements as set forth in the Michigan’s governor’s Executive Directive 2019-09; the 1976 PA 453 (Elliot-Larsen Civil Rights Act); the 1976 PA 220 (Persons with Disabilities Civil Rights Act), as amended; the Copeland Anti-Kick Back Act and others as appropriate.
Efforts shall be made to encourage Women or Minority-owned businesses. Davis-Bacon Prevailing Wages will not apply to this project.
