2025-018 - RFP The Center 2.0

The City of Monroe is soliciting proposals from vendors to submit design proposals to invest in the expansion of the Arthur Lesow Community Center (ALCC). Construction on the ALCC is expected to feature updated accommodations for the Navarre Library with expanded community service amenities including programming from the Opportunity Center managed by the Monroe County Opportunity Program (MCOP) and classroom facilities for The Learning Bank managed by Monroe Public Schools. The ALCC renovations were the first part of the City of Monroe's long-term plan to enrich the Orchard East neighborhood. The City of Monroe is looking to develop a multicultural center and plaza for culinary entrepreneurship once the existing Learning Bank building is demolished. This second phase is commonly referred to as "The Center 2.0" and is the purpose for issuing this RFP.  The City intends to award a contract in its sole best interest after reviewing the proposals.  This request has been placed on the Michigan Intergovernmental Trade Network (MITN) / Bid Net Direct at https://www.bidnetdirect.com/mitn and all clarifications or changes will be posted on that site as well.

Proposal submission shall be electronic only, and shall be submitted via the MITN site no later than 10:00 A.M. on Thursday, December 4, 2025.  The proposals will be publicly unlocked from the MITN web site with the acknowledgement of the submitting vendors read aloud at 11:00 A.M. the same day via Zoom teleconference.  Due to the large range of possible options, proposal pricing will not be read.  Bidders desiring to attend this opening should email edward.sell@monroemi.gov no later than Wednesday, December 3 to obtain the meeting link.
