The City of Livonia is requesting proposals for the 2025 WATER MAIN REPLACEMENT
PROJECT (AREA 11 & SCHOOLCRAFT).
The City of Livonia seeks proposals for the following:
Water Main Replacement Project which consists of Water Main Replacements,
with associated restoration, proposed with pre-chlorinated pipe bursting as the
primary construction method, with some directional drill and open-cut sections.
The approximate quantities for some of the major items of work for this project are as
follows:

Plans and specifications will only be available online at the Michigan Inter-Governmental
Trade Network (MITN) Purchasing Group at https://www.bidnetdirect.com/mitn beginning
August 26, 2025. Hard copies of plan and specifications will not be available for purchase.
Instructions to bidders may be obtained by registering with Bidnet Direct for MITN at
https://www.bidnetdirect.com/mitn.
Electronic proposals will be received through the Michigan Inter-Governmental Trade Network
(MITN) Purchasing Group at https://www.bidnetdirect.com/mitn until 2:00 P.M., local time, on
Tuesday, September 16, 2025 at which time the bids will be publicly opened and read aloud.
Bidders are to submit questions in writing to the attention of Gus Kandah, Purchasing Manager
at gkandah@livonia.gov. No phone calls will be accepted.
There will be a mandatory pre-bid meeting held at 2:00 P.M., local time, on Thursday,
September 4, 2025. The pre-bid meeting will be held in person with a virtual option. Bids
will not be considered from firms not in attendance at the mandatory pre-bid meeting. Pre-bid
meeting minutes will be distributed as an addendum to the contract documents to all parties in

Each bidder agrees to waive any claim it has or may have against the Owner, the
Engineer, and their respective employees, arising out of or in connection with the
administration, evaluations, or recommendation of any bid.
Each proposal shall be accompanied by a bid security in the amount of five percent (5%) of the
proposal, payable to the City of Livonia, as security for the acceptance of the contract. A bid
bond on the Michigan Standard Form, issued by an approved Surety Company, may be
furnished. Bidder’s wishing to submit their bid security in a cashier’s check shall include a
photograph of the check with their bid proposal. The City will make arrangements to collect bid
securities after the bid opening.
All bids shall be opened publicly at the date and time specified. Each bid shall be recorded
together with the name of the bidder. Bids shall be in accordance with the requirements of this
notice in order to be deemed “responsive.”
Bids received via the MITN website by the specified due date and time will be publicly opened at
2:00 P.M., local time, on Tuesday, September 16, 2025. All bids are opened virtually and may
may be attended online.
The Prime Contractor shall demonstrate that they have successfully completed a minimum of
40,000 linear feet of minimum 8-inch Water Main installed by Directional Drilling, 20,000 linear
feet of minimum 8-inch Water Main installed by Pre-Chlorinated Pipe Bursting, and 40,000
linear feet of Water Main installed by open cut trench methods on projects in the last three (3)
years of similar scope in the State of Michigan. Failure to provide documentation supporting this
requirement constitutes an invalid bid submittal.
No bidder may withdraw his proposal within one hundred twenty (120) calendar days after the
date set for opening thereof. The right to accept any bid, to reject any or all proposals and to
waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may
be deleted due to unforeseen circumstances without compensation. Acceptance of any bid
does not constitute a binding agreement until a written Contract is signed by both parties.
The successful bidder will be required to furnish satisfactory Performance, Labor and Material,
and Maintenance and Guarantee Bonds.
