The City of Hamtramck is seeking bids from qualified contractors for As Needed Emergency
Water, Sewer, and Miscellaneous Utility Repairs to complete repairs for water main
breaks, broken sanitary sewers, broken storm sewers, and other miscellaneous utility
repairs as required and as directed by the City’s Director of Public Service. Contractors must demonstrate the ability to respond within four hours of notification and possess comprehensive equipment and repair capabilities.
The objective of this Agreement is to secure the services of an experienced CONTRACTOR who is capable of efficiently repairing water and sewer utilities in a timely and cost-effective manner. The CONTRACTOR should be experienced and proficient in all phases of construction and repairs of water systems, including but not limited to: furnishing and installing various sizes of pipe for gravity sewer main and force main, water distribution lines and storm sewer mains; and concrete structures for the wastewater and storm water systems, set up and monitoring of bypass pumping; dewatering systems; and restoration related to landscaping, asphalt and concrete work may also be required as needed. The CONTRACTOR must be capable of assembling, directing, and managing a workforce that can complete the repairs in the assigned number of days.
The CITY reserves the right to utilize the CONTRACTOR for other repair work consistent with this Scope of Work, even if the repair work is not an emergency. Said work will be awarded via Work Order in the CITY’s sole discretion.
This contract will cover a three-year period, commencing on or about January 1, 2026, and concluding approximately December 31, 2028, with the option of extending the contract on a year to year basis.

Bidders must deposit, with their bid, surety in the form of a certified check, bank draft, or bid bond, in the sum of $2,500.00 is required. The OWNER reserves the right to waive any information or to reject any and/or all bids. Bidders may not withdraw their bid within 60 days after the date of bid opened.

Bidders must deposit, with their bid, surety in the form of a certified check, bank draft, or bid bond, in the sum of five percent (5%) of the amount of the proposal. The OWNER reserves the right to waive any information or to reject any and/or all bids. Bidders may not withdraw their bid within 90 days after the date of bid opened.
The City reserves the right:
1. To award bids received on the basis of individual items, or groups of items, or on
the entire list of items,
2. To reject any or all bids, or any part thereof,
3. To waive any irregularities in the bids,
4. To accept the bid that is in the best interest of the City.
5. To award bids to multiple contractors.
