ITB-JT-103 - City Hall Building Cleaning Services

Location: City Hall, 3515 Broad St., Dexter, MI 48130

Background: The City of Dexter is seeking a qualified firm to perform building cleaning services for City Hall, located at 3515 Broad St., Dexter, MI 48130. This building serves as the primary administrative offices for the City of Dexter, as well as the primary meeting chambers for City Council and the City’s various boards and committees. City Hall is open to the public from 9am – 5pm, Monday – Friday, with occasional evening meetings.

The selected vendor will be expected to perform cleaning services once per week when City Hall is not in use (Fridays at 6:00pm through Monday mornings at 8:00am). A scope of services with expected activities is provided below.

This is a three-year bid, and bidders providing costs for all three years will be given preference over bidders that only provide costs in years one and/or two.

Pre-Bid Meeting: A mandatory pre-bid building walkthrough will be held at 3515 Broad St. on Friday, May 16, 2025 from 11:00 – 12:00pm. This will be the only time avaible for a guided walkthrough of City Hall.

Scope: The City of Dexter is seeking professional cleaning services at 3515 Broad St. starting July 1, 2025 (first cleaning weekend being the weekend of July 5). The scope of work is limited to the interior of the primary building (cold storage barn is not included). Prospective vendors shall detail the vendor’s expectations with regard to which sanitary supplies are included in the quoted price. Anticipated cleaning activities are as follows:

General Cleaning Expectations – items expected to take place throughout City Hall on a weekly, bi-weekly, and monthly basis.

Weekly Duties:

1. Dust and wipe down all visible surfaces within offices, including desks, cabinet tops, chairs, keyboards and monitors.
2. Clean restrooms, including but not limited to cleaning and sanitizing toliets, sinks, and mirrors (6 bathrooms in total).
3. Vacuum carpets and rugs in all office areas, hallways,conference rooms, and City Council Chambers where applicable.
4. Sweep and mop hard floors throughout the office space, hallways, and kitchenet area in City Council Chambers with no visible debris/litter/bugs/shoe prints
5. Clean and sanitize high-touch areas, including door handles, light switches, and elevator buttons.
6. Clean and disinfect kitchenet areas, including countertops and sinks.
7. Restock supplies in bathrooms and kitchenets (toilet paper, paper towels, handsoap dispensers).
8. Empty all trash receptacles and replace liners.
9. Report any maintenance needs.
10. Perform cleaning as necessary to maintain welcoming environment for visitors.

1. Clean windows and glass doors in all high-touch areas that are accessible without a ladder.
2. Dust baseboards so there is no visible debris/litter/bugs/shoe prints.
3. Wipe down upholstered furniture in the lobby, chairs in the conference rooms, and chairs in the City Council Chambers.
4. Deep clean kitchenet appliances (microwave, refrigerator, etc.).
5. Sanitize communal items such as coffee machines and water coolers.

1. Perform a deep clean of all bathrooms, including scrubbing tile walls, floors, and fixtures.
2. Wash walls and baseboards in high-traffic areas.

• Weekly: Clear and vacuum floors of any debris. Sanitize high-touch surfaces.
• Biweekly: Dust horizontal surfaces in between windows and remove any cobwebs present in room. Sanitize public information display. Clean all interior glass door and window surfaces.
• Monthly: Deep clean carpeted floors and baseboards.

• Weekly: Sweep and mop floors, clean tables and seating areas. Empty trash and replace liners.

• Biweekly: Dust all surfaces and remove any cobwebs and other debris.
• Monthly: Deep clean floors with proper materials (Dependent on each conference room). Clean baseboards.

• Weekly: Sweep and mop floors, vacuum carpets, and clean tables and seating areas. Empy trash and replace liners.
• Biweekly: Dust surfaces, including the podium and TV screens.
• Monthly: Deep clean carpets, mop floors, and clean baseboards.

• Weekly: Clean glass window dividers and counter spaces. Dust surfaces.
• Biweekly: Wipe down upholstered furniture in the lobby area.

• Weekly: Clean and sanitize toilets, sinks, and mirrors; restock supplies and empty trash, making sure to replace liners.
• Biweekly: Perform a thorough disinfecting of all surfaces, including high-touch points on both sides of bathroom doors.
• Monthly: Deep clean partitions and walls, and check for any other maintenance needs.

• Selected vendor will not be expected to move papers or files located on administrative desks.
• Moving, relocating, or organizing storage bins
• Organizing paperwork or files
• Moving furniture (other than chairs)
• Cleaning out-buildings, such as the cold storage barn
• Cleaning the section of the building dedicated to police/fire services.
• Cleaning basement
• Work as listed under Add Alternates (unless your firm is selected for the Add Alternates)
