The City of Dearborn Heights is seeking a professional background investigation firm to complete comprehensive background checks for police officer candidates. Background checks must include the following:

1. Personal Identification & Records

Valid driver’s license and driving history (suspensions, accidents, DUIs)
Social Security verification
Proof of U.S. citizenship or legal residency
Criminal history (federal, state, and local databases)
Fingerprinting (state and FBI)
Sex offender registry check
Outstanding warrants

2. Employment & Education Verification

Prior employment history (dates, performance, reason for leaving)
Military service records (DD-214, discharge status if applicable)
Education verification (high school diploma, college transcripts, certifications)
Prior law enforcement training (academy graduation, POST certification)

3. Financial & Civil Records

Credit history and debt-to-income review (responsibility indicators)
Bankruptcy filings, foreclosures, or garnishments
Civil court records (lawsuits, restraining orders, etc.)

4. Character & Lifestyle Evaluation

References (professional, personal, community)
Neighborhood checks (interviews with neighbors, community members)
Social media and online presence review
History of drug or alcohol use (including prescription misuse)
Polygraph examination (if required by agency policy)

5. Professional/Legal Compliance

Past or pending disciplinary actions with other agencies
Compliance with POST/academy eligibility standards
Firearm ownership/possession eligibility (per federal and state law)

The proposal must include the following

- Firm Name, location, and years active
- Current active business license (must be licensed to do business in the State of Sichigan (LARA))
- References
- Cost/pricing for an individual comprehensive background check containing the items listed above
- Estimated turnaround time to complete a comprehensive background check
