Description

Commerce Township is requesting proposals from firms for the purpose of entering into a contract for the operation and maintenance of the Township Water Distribution System (“System”). Serious Bidders can obtain additional information about the System following the procedures set forth in Section 4.06. Currently, the System is operated and managed by the Oakland County Water Resources Commissioner under a contract that expires on December 15, 2025. The Township intends to enter into a 10-year contract (with two 5-year renewal options) with the selected Bidder for operation and maintenance of the facilities effective August 1, 2025.

1. All responses to this RFP must be placed in a sealed envelope, labeled as follows:

“Proposal for Water Operation & Maintenance for the Charter Township of Commerce”
Addressed to:
Township of Commerce, 2009 Township Drive, Commerce Township, MI 48390
Attention: Township Clerk
The Bidder’s name, address, phone number and contact person name must be included on the outside of the sealed envelope, box or package. Bid responses sent by facsimile or electronically (i.e., email) will not be accepted. Submittals received after 4:00 PM on June 3, 2025 (“Closing Date”) will not be accepted or considered and will be returned to the Bidder unopened.
The Bid must include one (1) original in written paper format and one (1) electronic file of the Bid proposal.

1. 1. The Bidder will be responsible for the timely delivery of the Bid to the Clerk’s Office. The Township will not be liable to any Bidder for any delivery or postal delays. Postmarking of the Bid prior to the Closing Date will not be a substitute for timely receipt of the Bid.
  2. If the Township Offices are closed due to unforeseen circumstances on the Bid opening date, Bids will be due at the same time on the next day the Township Offices are open.
  3. The Township or its representatives will not be held responsible for expenses incurred in the preparation or subsequent presentation of the Bid. All costs incurred in the preparation and presentation of a Bid, in any way whatsoever, shall be wholly absorbed by the Bidder.
  4. The Township is not responsible for any omission, failure to detect any requirement, or any other condition required to complete the Scope of Work.
