DESCRIPTION OF WORK
The general scope of work is outlined below:
Work under this contract shall consist of traffic control, utility coordination, pavement removal and replacement, materials, equipment, labor and restoration required to rehabilitate sanitary sewer leads from the house to the public sewer main.
The work under this contract includes the CIPP rehabilitation of six (6) existing sewer laterals that are composed of vitrified clay pipe ranging in length of 35 feet to 95 feet at varying tap depths as shown on the plans. All the proposed sewer laterals to be rehabilitated by CIPP connect to public sewers that exist within the street right-of-way.
PLANS, SPECIFICATIONS & CCTV INFORMATION
Plans and specifications must be obtained through BidNet, formerly the Michigan Intergovernmental Trade Network (MITN), at https://www.bidnetdirect.com/mitn. Bid documents will be made available through BidNet by 12:00 pm on Tuesday, November 18, 2025 or earlier. Please contact Mr. Scott J. Chabot, P.E. at (586) 726-1234 for any specific questions regarding the bidding documents. CCTV investigations of all pipes within the project scope can be provided to bidders upon formal request.
BID SECURITY
Bids must be submitted on the forms furnished by the Township Clerk or the Township Engineers in a sealed envelope marked:

2025 SEWER LEAD IMPROVEMENT PROGRAM
(SEWER LATERAL REHABILITATION BY CIPP)
A certified check, bank draft, or satisfactory bid bond, executed by the bidder and a surety company, payable to Clinton Township, in an amount at least equal to five percent (5%) of the bid amount, shall be submitted with each bid.
BONDS AND INSURANCE
The accepted bidder shall be required to furnish a satisfactory Performance Bond, and Labor and Material Bond in the amount of 100% of the Contract Price, and Maintenance and Guarantee Bond of 100% for two years of the Final Contract Price. The cost of the bonds will be paid by the accepted bidder.
WITHDRAWAL OF BIDS
No Bid may be withdrawn for a period of sixty (60) calendar days after receipt of bids.
AWARD OF CONTRACT
Each bidder agrees to waive any claim it has or may have against the Owner and their respective Employees, arising out of or in connection with the administration, evaluation, or recommendation of any bid.
Please note that the Bid Form has possible as-needed work listed after the total base bid items. Bidders shall provide unit prices for those items for their bid to be considered responsive. However, final recorded bid totals shall only account for the Base Bid items since the possible as-needed work may not be necessary. This project shall be awarded to one bidder for the work as defined in the bidding documents.
The Charter Township of Clinton reserves the right to accept or reject any or all bids, to award the agreement to other than the low proposal, to negotiate the terms and conditions of all and any part of the bids, to waive irregularities and/or formalities, and in general to make award in the manner as determined to be in the Township’s best interest and its sole discretion. The project shall commence immediately following a notice to proceed per these contract documents. Substantial completion of this work is required by March 31, 2026 with restoration and Final Completion is required by May 15, 2026.
