This solicitation is reserved for only application submitted/certified local small businesses timely registered with the County’s LSBRP. This solicitation thus comes under County Code, sections 11B-17A; 11B-65; 11B-70 and Executive Regulation 21-05AM. These documents can be accessed through the LSBRP web site at (www.montgomerycountymd.gov/LSBRP).
The Contractor shall provide the necessary labor, transportation, and equipment to provide round-trip courier services on an as-needed basis. The Contractor shall have necessary manpower to meet requirements as listed within the solicitation.
1. Requirements for Contractor personnel, vehicle; and operations:
1.1 The Contractor shall pickup auto parts and shop equipment from vendors located within County, and surrounding Counties if needed.
1.2 The Contractor personnel shall at all times maintain a high level of personal appearance and hygiene commensurate with the duties being performed. The County reserves the right to determine what is considered appropriate apparel. Steel toed shoes shall be required at all times.
1.3 Playing loud music that is audible from outside of the vehicle when the windows are closed is prohibited.
1.4 The Contractor shall not violate any parking regulations or laws, shall wear seat belts, and shall obey posted speed limits. Contractor shall not be reimbursed for any fines incurred in the performance of the duties of this Contract.
1.5 The Contractor shall use an enclosed, Chevy Cargo Van, or equivalent; and vehicle doors shall be secured when driver is not present. Vehicle shall be provided by the Contractor.
1.6 The Contractor personnel shall assist with offloading cargo to a central loading/unloading location.
1.7 All maintenance, fuel, taxes, insurance and any other fee associated with the upkeep of the Contractor's vehicle shall be the sole responsibility of the Contractor.
1.8 Cargo that is not secured in a locked vehicle, or other locked and secure area, shall not be left unattended at any time.
1.9 The Contractor shall return telephone calls from the Contract Administrator or designee within thirty (30) minutes. If the Contractor is using an answering machine or paging service, Contractor shall still be bound to return call from the Contract Administrator or designee within thirty (30) minutes.
1.10 Upon reporting, the contract courier will be given instructions and a schedule of the assigned round-trip route(s). The Contractor shall then immediately proceed with the assigned route(s).
1.11 Contractor must be bonded and insured.
1.12 Montgomery County will provide a designated waiting area for Contractor personnel in between deliveries.
2. DAYS OF SERVICE: Services shall be provided daily, except weekends and County observed holidays. Courier is expected to be available between 7AM - 4PM.
3. LOCATIONS: All Montgomery County courier routes are physically located within Montgomery County.
4. QUANTITIES: Quantities set forth in this solicitation are estimates only and the contractor shall supply at bid prices actual quantities as ordered, regardless of whether such total quantities are more or less than those shown.
