Introduction
Cobb & Douglas Public Health (hereafter referred to as “CDPH”), in collaboration with the Cobb County Opioid Strategic Coalition (hereafter referred to as “the Coalition”), is seeking proposals from qualified consultants or organizations to facilitate the development of a three-year strategic plan addressing opioid misuse prevention, treatment, harm reduction, and recovery support within Cobb County. The selected consultant will guide a diverse coalition of partners—including public health, healthcare, law enforcement, education, social services, and community-based organizations—through a participatory and data-informed planning process.
Background
The Cobb County Opioid Strategic Coalition was established in 2019 to coordinate efforts to address the opioid crisis in Cobb County. The coalition works to reduce opioid misuse and overdose deaths through prevention, harm reduction, treatment access, and recovery supports.
Since 2015, Cobb County has had an age-adjusted opioid death rate that exceeded the state rates. In 2019, the Coalition began collaborating to address the opioid crisis, and starting in 2020, rates in Cobb County began to dip below the State’s. To continue this good work, the coalition would like to formalize its direction and priorities through a comprehensive strategic plan that will guide its work over the next several years.
Project Objectives
The strategic planning process should:
- Assess current efforts, strengths, and gaps in opioid prevention and response.
- Incorporate community and stakeholder input, including people with lived experience.
- Establish a shared vision, mission, and values for the coalition.
- Identify strategic priorities, measurable objectives, and implementation strategies.
Scope of Work
The consultant will be responsible for the following tasks:
- Project Planning & Coordination
- Develop a detailed project work plan and timeline, in collaboration with CDPH project leadership.
- Participate in regular planning calls with CDPH project leadership.
- Data Review & Environmental Scan
- Review existing data, reports, and assessments related to opioid use and community health, in collaboration with CDPH project leadership.
- Identify key findings and trends to inform planning discussions.
- Strategic Planning Facilitation
- Design and facilitate 2 strategic planning sessions with coalition members.
- Lead exercises to develop goals, objectives, and strategies.
- Draft and Final Strategic Plan
- Prepare a written strategic plan including goals, measurable objectives, implementation steps, responsible parties, and timelines, in collaboration with CDPH project leadership.
- Present the final plan to CDPH leadership.
