RFP TS 39-25 - Public Transportation Services

Okaloosa County (hereby referred to as COUNTY) is seeking a qualified service operator/vendor (hereby referred to as CONTRACTOR/OPERATOR) to provide public transportation services, including fixed-route, paratransit (door-to-door), non-emergency, and non-ADA demand response services throughout the county and the surrounding area. The COUNTY is responsible for procuring, purchasing and maintaining the transit vehicles to be operated by the CONTRACTOR/OPERATOR, and the CONTRACTOR/OPERATOR will be responsible for daily inspections, cleaning and custodial maintenance of vehicles and bus stops/shelters. The CONTRACTOR/OPERATOR should be aware that they will also be responsible for providing emergency evacuation services as described in Attachment A.
Responses to this RFP must not only clearly demonstrate the CONTRACTOR/OPERATOR’s understanding of the COUNTY’s current system and needs, but must also include recommended innovations and improvements which may include, but are not limited to, the introduction of new technologies, operational changes, equipment and vehicle changes, or any other modifications the respondent believes will provide an efficient, cost-effective, and reliable transportation network. Any response submitted to this RFP must clearly demonstrate the CONTRACTOR/OPERATOR’s ability to quickly implement such innovations and improvements by providing examples of past performance as well as the documented experience, knowledge, and achievements of the proposed project team. Examples of past implementation of innovations and improvements as well as experience and achievements of proposed project team members will be subject to verification as part of the COUNTY’s review.
