INVITATION TO BID (ITB) NO. 28-07/08 FOR CONSTRUCTION SERVICES FOR WATER MAINS, SANITARY SEWER MAINS AND MILLING AND RESURFACING IMPROVEMENTS ALONG INDIAN CREEK DRIVE BETWEEN 26TH AND 42ND STREETS Miami Beach, Florida
Sealed bids will be received by the City of Miami Beach Procurement Division, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the 25th day of July, 2008, for Construction Services for Water Mains, Sanitary Sewer Mains and Milling and Resurfacing Improvements along Indian Creek Drive between 26th and 42nd Streets.
Scope of Work The work specified in this bid consists of furnishing all labor, machinery, tools, means of transportation, supplies, equipment, materials, services necessary for the construction work on the Water Mains, Sanitary Sewer Mains, and Milling and Resurfacing Improvements along Indian Creek Drive between 26th and 42nd Streets, located in Miami Beach, Florida.
The work under this Project includes, but is not limited to: Installing approximately 4,558 linear feet of 12-inch, 1,600 linear feet of 8-inch, 246 linear feet of 16-inch, 208 linear feet of 6-inch, and 80 linear feet of 4-inch ductile iron pipe and fittings; furnishing and installing approximately 3,160 linear feet of 30-inch and 260 linear feet of 24-inch PVC pipe and fittings for gravity sewers; furnishing and installing pre-cast concrete manholes with frames and covers; milling and resurfacing approximately 20,494 square yards of road, 1,213 square yards of sidewalk, 412.5 linear feet of guardrail; introduction of bulbs-outs and trench drains to facilitate the construction of pedestrian ramps to comply with ADA standards, upgrade existing pedestrian features at the signalized intersections with count-down pedestrian signal heads; upgrade the existing signing and pavement markings; traffic control; and all appurtenant and miscellaneous work for a complete project.
It is the intent of the city to obtain a complete functional and satisfactory installation under this project, and any items of labor, equipment or materials which may be reasonably assumed as necessary to accomplish this end shall be supplied whether or not they are specifically shown on the plans or stated in the specifications. The contractor shall provide all sheeting, shoring, bracing and all other labor, material or equipment required to preclude damage to, or loss of functionality of, any existing facility or system.
The Prime Contractor should be a utility contractor, performing at least 40% of the work with his/her own workforce. The bidder (General Contractor) must have a valid State of Florida General Contractor’s License and be listed as a pre-qualified vendor by FDOT.
Estimated Budget: The estimated construction cost is $5.8 million.
Bid Guaranty: A Bid Guaranty of 5% is required with bid submission, and the successful Bidder executing the Contract will be required to provide Performance and Payment Bonds in the amount of one hundred percent (100%) of the contract amount. Bidders will be required to submit a letter of intent, from an A rated Financial Class V surety company to bond the Project.
At the time, date, and place above, bids will be publicly opened. Any bids received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid before the stated time and date is solely and strictly the responsibility of the bidder. The City is not responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.
A Pre-Bid Conference is scheduled for 10 a.m. on July 10, 2008 at the following address: City of Miami Beach, City Hall, 4th Floor, Mayor’s Conference Room, 1700 Convention Center Drive, Miami Beach, Florida.
Attendance (in person or via telephone) to this Pre-Bid submission meeting is encouraged and recommended as a source of information but is not mandatory.

The cost for these CDs is $40.00; company checks and cash accepted, no credit cards please. The CDs can be picked up in the Procurement Division, 3rd Floor, City Hall.
