Introduction
The Town of Morrison is issuing this request for proposals for planning and development review services. The purpose of this request for proposals is to identify a qualified planning firm that can provide as-needed services for the Town of Morrison (hereafter, the Town). The Town desires to contract with a firm that has experience working in Colorado and that can provide multiple planners with a breadth of knowledge equivalent to that of a Planning Technician, Associate Planner, Planner, Senior Planner, or Principal Planner.

Background & Objective
The Town of Morrison is seeking proposals for planning and development review services. The Town is seeking to contract with a company that can provide planning and development review services on an as-needed basis. The Town will select a firm that has experience working in Colorado and that can provide multiple planners with a breadth of knowledge that would be equivalent to a Planning Technician, Associate Planner, Planner, Senior Planner, or Principal Planner.

The Town anticipates needing contracted services for large-scale planning and development, and special projects. Residential and general planning and development permitting services are provided by a contracted Town Planner. However, the Town Manager may assign both large and small-scale projects as needs fluctuate.

The initial objective will be to supplement planning services for the Town for tasks related to planning and land development to include long-range planning projects; plan review; project management; land use case review and drafting of recommendations and possible presentation at public hearings. Ongoing and special projects may include process review, long-range planning projects and other duties as needed.

Scope of Work
1. Provide municipal planning services for private development applications that are proceeding through the Town’s development process. Will require knowledge of site plans, subdivisions, annexation, and conceptual plans, and be able to apply the Town of Morrison development standards to the project and prepare detailed review reports. Will include meeting with applicants and other staff who are part of the design review and permitting process. May include presentations to the Town Board of Trustees.

2. Serve as planner and project manager for Town development projects that are proceeding through the development process.

3. Assistance with special planning and development projects identified by the Town.

Cover Letter

Include a cover letter introducing your company, summarizing your qualifications, and detailing:

Principal contact person for this RFP, including address, telephone number, email, and website address.

Use of Subcontractors/Partners

There may be areas for use of subcontractors or partners. If you are using this approach, your proposal must list:

1. The subcontractors/partners.
2. Their area(s) of expertise.
1. All other applicable information herein requested for each subcontractor/partner.

The Town will contract solely with your company; therefore, subcontractors/partners remain your sole responsibility.

Minimum Mandatory Qualifications

Include an itemized description of how your company meets each of the minimum mandatory qualifications outlined in Section V. Failure to meet or exceed these requirements will disqualify your response.

Company Information

Provide the following information: Company Name, Address, Phone Number, and Names of Principals.
Provide a comprehensive listing of all the services you provide.
Evaluation Criterion #1 – Company and Personnel Qualifications
1. Specify the professional staff that you would assign to the Town of Morrison’s account by name, title, and work location. Attach brief professional experience and qualifications for each. Identify each individual’s roles and responsibilities.
1. Identify the person who would be the day-to-day contact for the Town.
2. How long has your company performed the services requested herein?
3. Provide information for at least two accounts of similar scope. Include, at a minimum: 1) Town, City, County or Company name, 2) contact name, 3) phone number, 5) email address, 6) brief description of project scope and value, 7) status of project.

The Town reserves the right to contact the references provided in your proposal as well as other references without prior notification to you.

Evaluation Criterion #2 – Value/Cost of Efforts
1. Provide a cost for the services and products broken down per planning and development service. Show a breakdown of all reimbursable expenses required to complete the work, if applicable.
2. If using subcontractors or partners, list subcontractor or partner costs as separate items.
3. Provide hourly rates for your company and all subcontractors or partners. These rates will be valid throughout the term of the contract.
Evaluation Criterion #3 – Approach to Scope of Work

a. Discuss your approach, methodology, and techniques to complete the work as specified herein. This should be specific, logical, and organized. Address your capability to communicate findings and recommendations clearly and succinctly.

b. Describe any project approaches or ideas that you feel enhance the quality of your services.
c. Discuss your ability to manage the work plan effectively and assure the successful fulfillment of its duties. Describe how your team will handle quality control.
