Introduction
The Town of Morrison is issuing this request for proposals for planning and development review services. The purpose of this request for proposals is to identify a qualified planning firm that can provide as-needed services for the Town of Morrison (hereafter, the Town). The Town desires to contract with a firm that has experience working in Colorado and that can provide multiple planners with a breadth of knowledge equivalent to that of a Planning Technician, Associate Planner, Planner, Senior Planner, or Principal Planner.
Background & Objective
The Town of Morrison is seeking proposals for planning and development review services. The Town is seeking to contract with a company that can provide planning and development review services on an as-needed basis. The Town will select a firm that has experience working in Colorado and that can provide multiple planners with a breadth of knowledge that would be equivalent to a Planning Technician, Associate Planner, Planner, Senior Planner, or Principal Planner.
The Town anticipates needing contracted services for large-scale planning and development, and special projects. Residential and general planning and development permitting services are provided by a contracted Town Planner. However, the Town Manager may assign both large and small-scale projects as needs fluctuate.
The initial objective will be to supplement planning services for the Town for tasks related to planning and land development to include long-range planning projects; plan review; project management; land use case review and drafting of recommendations and possible presentation at public hearings. Ongoing and special projects may include process review, long-range planning projects and other duties as needed.
Scope of Work
1. Provide municipal planning services for private development applications that are proceeding through the Town’s development process. Will require knowledge of site plans, subdivisions, annexation, and conceptual plans, and be able to apply the Town of Morrison development standards to the project and prepare detailed review reports. Will include meeting with applicants and other staff who are part of the design review and permitting process. May include presentations to the Town Board of Trustees.
2. Serve as planner and project manager for Town development projects that are proceeding through the development process.
3. Assistance with special planning and development projects identified by the Town.
