The Town of Grand Lake, Colorado (TOGL) has received grants from the Colorado Department of Local Affairs (DOLA) and from Colorado Creative Industries (CCI) to design and construct and the “Space to Create” project located at the corner of Park Avenue and Hancock Street in Grand Lake, Colorado. The project will consist of approximately nine (9) units of affordable rental housing and an approximate 2,800 SF Creative Hub building. The rental units shall provide live/work type residential units to households of 80% Area Median Income (AMI) and remain affordable as defined in C.R.S. 24-32-133(1)(a) for a minimum of twenty (20) years.
The grants from DOLA ($4M) and CCI ($3M) have been secured and will require laborers be compensated using the local Davis-Bacon wage rate scale. The TOGL will provide necessary supplemental funding for the project. DOLA grant is primarily limited to infrastructure and not for vertical or above grade construction. The CCI grant will be used for vertical construction.
The prefabricated modular housing units will be provided by the TOGL, delivered and stored on adjacent property in the early first quarter of 2026. The 9 housing units consist of 13 modular boxes that will be delivered complete with interior finishes, appliances, mechanical, electrical and fire protection systems in place. The scope of the General Contractor will be limited to foundations with crawl space, setting and stitching together the modular boxes, connecting utilities into the units, over framed roof trusses and roofing, and exterior cladding.
The Creative Hub will consist of an approximate 2,800 SF Pre-Engineered Metal Building (PEMB) provided and erected by a third-party contractor in the first quarter of 2026.. The scope of work of the General Contractor will be limited to foundations and slab, utilities stubbed up through the slab and the exterior cladding of the PEMB. Interior finishes, mechanical, electrical and fire protection systems of the PEMB will be constructed by the third-party contractor.
Through this Request for Qualifications/Proposal (RFQ/P) the TOGL wishes to retain the services of a qualified General Contractor to construct the Space to Create project, Additionally, the TOGL has retained MA Studios to provide architecture and engineering services for the project and will provide an Owner's Representative to oversee the Project’s construction.
The Work of this RFQ/P includes, but not limited to, construction of utilities: subsurface work and extension of utilities onto the project site; improvement of adjacent right of way: parking, sidewalks/boardwalks, earthwork, asphalt, and concrete; stormwater management; landscaping, foundations for the affordable housing and Creative Hub building, setting the prefabricated modular housing units on the foundation and stitching them together, roof framing and roofing for the modular housing units, exterior cladding and integration of weather sealing all openings for the modular housing units and PEMB of the Creative Hub, mechanical and electrical connections to the modular housing units, site lighting, trash enclosure, landscaping (hard and soft surfaces) and irrigation.
