The Town of Erie, CO (“Town”), as the sponsor of a public-use airport facility, is soliciting qualification-based SOQs for the selection of a principal airport consultant to provide engineering services on an as-needed basis for Erie Municipal Airport (EIK) (“Airport”) for the next five years.
The Town plans to award a five-year contract for these engineering services, subject to review on an annual basis, for any and all engineering projects subject to federal assistance under the Airport and Airway Improvement Act of 1982, as amended, or other sources of funding.
These services are anticipated to relate primarily to Airport Capital Improvement Projects, and will be defined in individual Task Orders to the Design Services Agreement. Services to be provided are anticipated to include, but are not limited to: survey; geotechnical; civil design; architectural design; estimating; analysis of alternatives; preparation of construction documents using Federal Aviation Administration (“FAA”), Colorado Department of Aviation (“CDOA”), and Town standards; preparation of FAA engineering reports, FAA modification to standards, FAA and CDOA close out reports, grant applications, grant forms (including but not limited to the SF 425, Federal Financial Report), and/or requests for reimbursement; and other work or services requested by the Town. The successful consultant must also be qualified and able to provide resident engineering services, construction administration services, and assistance to the Airport and Town in the bidding process.
The initial Design Services Agreement will be for the basic airport engineering consulting services as defined herein. The Town officials reserve the right to inquire into the proposer’s ability to provide professional services, as defined below. Town officials also reserve the right to amend the Schedule of Projects and contract Scope of Work at the sole discretion of the Town and the Airport. The selection process is intended to be in compliance with FAA Advisory Circular AC-150/5100-14E, "Architectural Engineering and Planning Consultant Services for Airport Grant Projects.”
