Description

PLC & SCADA System Upgrade Project
The Town of Crestone is soliciting sealed bids from qualified contractors for upgrades to the Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) systems at the Town’s water treatment and pumping facility.
A formal bid opening date and time will be added prior to publication.
All bidder questions must be submitted in writing only.

BID REQUIREMENTS
All submitted bids must include:

Company references
Proof of insurance / Certificate of Insurance
Anticipated project start and completion dates
Complete cost proposal
Detailed description of proposed equipment (including approved equals)

SCOPE OF WORK
The project includes, but is not limited to, the following tasks:
1. PLC Replacement

Remove and replace the existing Siemens PLC with an Allen Bradley Micrologix PLC or approved equivalent.
Convert existing PLC programming to function with the new controller.
Provide updated AutoCAD drawings reflecting all new modules, wiring, and terminations.

2. Electrical & Communication Upgrades

Replace or upgrade the power supply and surge arrestor.
Install a new Ethernet switch.
Provide a new cellular MIMO directional antenna for improved SCADA communication.

3. VFD System Installation

Provide and install a Yaskawa Variable Frequency Drive (VFD) or approved equal to serve as a phase converter for the booster pump.
Install a securely mounted touchpad for start/stop functionality and VFD control.

4. Operator Interface Terminal

Supply and install a 10-inch Red Lion Operator Interface Terminal or approved equal to replace the current display panel.
Provide SCADA programming to configure the new display.
Test all functionality and provide on-site operator training.

5. Documentation

Supply a complete, expandable set of electrical prints showing:
- All wiring within the control panel
- Field terminals
- Accessories
- Updated layouts reflecting all installed component
