The Town of Avon and Eagle County (“Housing Partners”) are issuing this Request for Proposals for consultant services (“Consultant Services”) to conduct community outreach for the potential formation of a Multi-Jurisdictional Housing Authority (“MJHA”). This project is referred to as the Regional Housing Authority Research Project (“Project”). Consultant Services will include: (1) gathering information and preparing public facing presentation materials in coordination with Housing Partners to support informed discussions of a potential MJHA, (2) facilitating community meetings to discuss a potential MJHA and solicit input in county, municipal, metropolitan district, and other community organization meetings, (3) identifying areas of support, areas of concern and areas of consensus, and (4) providing written report with documentation of process, summary of findings and recommendations regarding the potential formation of a MJHA. The heavy emphasis of Consultant Services will be on facilitating community meetings to promote awareness, understanding and consensus for the potential formation of an MJHA to increase delivery of workforce housing and better meet identified workforce housing needs.
