The Town of Timnath (“Town”) is considering Qualifications from interested firms or persons to perform services outlined in Section IV of the Specifications (“Scope”). This document sets forth general information and requirements for persons and firms (“Contractors”) interested in submitting Qualifications (“Responses”) in response to this Request for Qualifications (“Solicitation”).
The Town, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
In addition, the Town asserts that it will insert the clauses in the Appendix A and E attachment in the resultant Contract as subject to the Acts and Regulations under the FY 2024 Safe Streets and Roads for All (SS4A) grant program.
Overview:
The Town of Timnath is soliciting Responses from qualified consulting firms to prepare a Comprehensive Safety Action Plan (SAP) under the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program. The plan must satisfy all federal requirements, while also delivering practical tools, processes, and guidance that Timnath can use for ongoing safety management, grant preparation, and decision-making. The total project budget is $275,000.
The selected Contractor will work collaboratively with Town leadership, staff, public safety agencies, and regional partners to produce a forward-looking, data-driven, and actionable plan to reduce roadway fatalities and serious injuries.
Background:
Timnath is experiencing rapid growth in residential, commercial, and roadway development. The Town currently manages over 70 miles of roadway, including collectors, arterials, and local streets. As traffic volumes increase, so do the challenges of ensuring safe mobility for all users. From 2015 to 2019, Timnath recorded approximately 289 reported crashes, including multiple serious injuries and fatalities.
Goals:
The Safety Action Plan will provide the Town of Timnath with a federally compliant, data-driven framework to guide transportation safety decisions. The goals of this project are to:
- Establish a clear commitment and measurable targets toward eliminating roadway fatalities and serious injuries.
- Build a reliable crash data system and processes that support ongoing safety analysis and informed decision-making.
- Identify and prioritize projects and strategies that address the Town’s most pressing safety concerns and prepare them for future funding opportunities.
- Develop policies, standards, and procedures that embed safety into everyday Town practices, from setting speed limits to conducting road safety audits.
- Provide the Town with practical tools: including reporting templates, training, and concept-level project designs. To ensure the plan is actionable and sustainable beyond its initial adoption.
