Description

The District currently does not have a software system to plan a subjective, preventative maintenance program and identify the cash-flow requirements of the 400+ centerline mile road system. Approximately 50% of the roads in the District are paved with the remaining 50% being gravel roads. In order to maintain a consistent overview of road conditions in the District, the Public Works Department is soliciting a “solution” to obtain data on the road system in addition to developing a systematic way of prioritizing maintenance and capital projects in a cost-effective and time-effective manner. It is anticipated that this system will use current industry standards to evaluate and analyze the performance of the District transportation infrastructure in order to arrive at cost-effective solutions in the repair and maintenance of its transportation infrastructure, including, but not limited to:
• On-the-ground inventory of the existing paved and unpaved conditions utilizing industry standards, such as PASER, ASCE, ASTM D6433, etc,
• Roadway forecasting methodologies to track surface treatments and forecast resurfacing needs,
• Allow analysis of alternative scenarios and recommendations based on roadway goals, the prioritization of specific roads or groups of roads; budget goals, and other factors,
• The procurement, installation and implementation of new management software, and
• Maximize a balanced “sampling” of various roadways should all 400+ centerline roadway miles not be able to be obtained due to funding limitations.
