24-00113 - Congestion Management Services

Platte River is requesting proposals from qualified bidders to provide congestion management services upon entering the Southwest Power Pool  Regional Transmission Organization West (“SPP RTO West”). This includes path registration, path recommendations, strategy development, participation in the annual and monthly processes “as agent,” revenue projections, and monthly performance reporting in the Southwest Power Pool Integrated Marketplace (“SPP IM”). Platte River will use Auction Revenue Rights (“ARRs”), Transmission Congestion Rights (“TCRs”), and Long-Term Congestion Rights  to mitigate the congestion-cost risk associated with the delivery of energy to its owner communities. The objectives of this Request for Proposal (“RFP”) process are to invite proposals from various parties, conduct a fair and comprehensive evaluation, and select the bidder who can best assist Platte River deliver our owner communities reliable and cost-effective energy.
