The State of Colorado Judicial Department, by and through the 1st, 2nd Adult and Juvenile, 17th, 18th, 19th, 20th and 21st Judicial District’s Probation Departments, referred to herein as “the Judicial Departments” or “Probation”, issues this Request for Qualifications to obtain multiple contracts with vendor(s) that will provide cost effective monitored urine/oral fluids collection, chain of custody security, and cold storage of samples. The contractor(s) shall be required to submit all collected samples from clients from the Judicial District’s Probation Departments to a drug testing laboratory selected by the Colorado Judicial Departments where the sample will be tested for the presence of controlled substances and/or alcohol. Referrals will be made by Probation Officers and designated private probation case managers. The typical number of samples to be collected from each of the districts:
- The 1st on a monthly basis is 11,823.
- The 2nd Adult on a monthly basis is 5,908.
- The 2nd Juvenile on a monthly basis is 300.
- The 17th on a monthly basis is 9,283.
- The 18th on a monthly basis is 9,553.
- The 19th on a monthly basis is 4,156.
- The 20th on a monthly basis is 5,376.
- The 21st on a monthly basis is 824.
A draft scope of work is posted in “Exhibit A” of the draft contractor agreement set forth in Section 9. Upon completion of the RFQ the Judicial Departments may execute an Agreement with one (1) or more of the highest ranked Respondents, as determined by the Judicial Department.
