The Metro Wastewater Reclamation District (Metro District or District) is soliciting Statements of
Qualifications (SOQ) and Unit Pricing from those entities (Proposers) interested in contracting for
Construction Management at-Risk (CMAR) Preconstruction and Construction Services for the
Interceptor Rehabilitation 2020-2022 Project (Project). This is not an Invitation to Bid for a specific
project, the purpose of this solicitation is to select a CMAR contractor for pipe, manhole and
structure rehabilitation work associated with the District’s Fixed Asset Replacement Program. All
work will be located at the District’s Robert W. Hite Treatment Facility (RWHTF) and within the
District’s Transmission System.
The CMAR method outlined in this RFQ was chosen to enhance overall Project value through
Contractor input during the in-house design process. The CMAR Contractor is expected to work
collaboratively with the Metro District, and the District’s in-house designers to optimize and better
define schedule, project costs, construction impacts on stakeholders, bypass pumping details,
design details and other enhancements that result from use of the CMAR process.
The Metro District intends to contract with a Contractor under two separate agreements. The first
agreement will be the Preconstruction Services Agreement to establish three annual scopes of
work based on the District approved rehabilitation methods and products and the estimated
quantity of linear footage by diameter of pipe, vertical footage by diameter of manholes, and
square footage of surface area of structures to be rehabilitated; and the associated costs based
on the Contractor unit pricing. The second agreement will be the Construction Services
Agreement to perform the work defined in Preconstruction Services in three annual packages of
work.
One (1) mandatory Confidential/Proprietary Meeting will be held with each Proposer
during the SOQ development to answer any technical questions regarding the Project and
address other matters. The Confidential/Proprietary Meeting is scheduled for up to 2-hours
and is intended to address technical questions, clarifications, the Preconstruction
Services Agreement and the Construction Services Agreement. The Metro District, at its
sole discretion, may change, update, or refine the requirements of this RFQ and the
Preconstruction Services Agreement and the Construction Services Agreement following
the meeting.
