The Metro Wastewater Reclamation District (Metro District or District), located in Denver, Colorado provides wastewater treatment to a more than 1.8 million people. The District assesses Sewer Connection Charges (tap fees, system development fees) for all new sewer connections within its service area. It has been five years since the Metro District undertook a complete review of its Sewer Connection Charge methodology. The District intends to engage a consultant to conduct a comprehensive review of this methodology to ensure that it is a legally defensible approach to setting Sewer Connection Charges, and that the method for calculating such charges incorporates industry best practices. The project will include an evaluation of the Metro District’s Sewer Connection Charge program including the computer model used to calculate the Sewer Connection Charges, the sewer connection database which tracks all sewer connections to the system from 1982 to present, the provision in the District’s Rules and Regulations Governing the Operation, Use and Services of the System (Rules and Regulations) related to Sewer Connection Charges, and the Sewage Treatment and Disposal Agreement (Service Contract).
