Proposals shall be brief (eight pages maximum) and should address at least the following items:

Organization approach
Key individuals to be involved
Experience, competence, and availability of key individuals
Experience and reputation of the firm
Ability to meet the annual review schedule
References from past clients that the firm has provided similar services
Detailed knowledge of wastewater regulatory issues, especially in the areas of effluent
permits and solids residual regulations
Detailed knowledge of operation and management of wastewater transmission,
treatment, and biosolids application and a thorough understanding of capital and
operating budgets
Estimated fee for the five-year period: January 2019 – January 2024
