Gilpin County and the Towns of Nederland and Lyons are jointly seeking proposals from qualified consulting firms to help navigate the exploration and establishment of a multijurisdictional housing authority for the Peak-to-Peak region. The purpose of this authority will be to aid our communities in addressing tough housing market pressures and to collectively and proactively maintain and develop the region’s affordable and attainable housing stocks as identified by each community's Proposition 123 goals/commitments and other adopted plans.
The deliverable for this project will be a plan that details the advantages, disadvantages, challenges, costs, potential operating structure, and financing/grant opportunities for a multijurisdictional housing authority that includes the jurisdictions of Gilpin County, Nederland, and Lyons (“partner jurisdictions”). The consultant is to also consider the potential of adding additional partners in the region such as the Cities of Central and Black Hawk to the housing authority. The consultant shall work with each of the potential jurisdictions to help inform the findings of this deliverable. The consultant shall present the findings of the report to the legislative and executive bodies of the jurisdictions to be included in the proposed housing authority and outline the process for moving forward to establishment. The consultant shall assist in the preparation of housing authority establishment documents for each of the participating jurisdictions and coordinate negotiations between the jurisdictions.
Professional Services and all documents prepared for the partner jurisdictions by the consultant shall conform to all applicable federal, state, and local laws, rules, regulations, ordinances, codes, and orders and must also be in compliance with the terms and requirements of the Colorado Department of Local Affairs (DOLA) Proposition 123 Local Planning and Capacity Grant (“LPC”) Program. In performing the work, the consultant shall use the degree of care and skill ordinarily exercised under similar circumstances by members of the same profession working in the Denver-Boulder metropolitan area. The consultant represents to the partner jurisdictions that the consultant is, and its employees performing such work are, properly licensed and/or registered within the State of Colorado for the performance of the work (if licensure and/or registration is required by applicable law) and that the consultant and its employees possess the skills, knowledge, and abilities to competently, timely, and professionally complete the work. The total cost for this project shall not exceed $100,000.
