Description

The Eagle River Water & Sanitation District (District) and the Upper Eagle Regional Water Authority (Authority) (D&A) require the professional services of a Design Professional to support the reconstruction of Bolts Lake Reservoir including the design of new embankment dams (Main Dam and Saddle Dam), reservoir liner, Cross Creek diversion, and Eagle River pump station. The D&A intends to deliver the construction of the Project via a Construction Manager At-Risk (CMAR) project delivery method. The Design Professional will interface with the Integrated Project Team consisting of the D&A management, the Program Manager, and the CMAR.
The scope for the Facility Design includes a 30 percent design package with the opportunity for contract amendments incorporating the final detailed design and engineering support during construction. The facility shall be designed and constructed per industry standards to meet Colorado State Engineer’s Office (SEO) dam safety rules and regulations. The primary tasks of the Facility Design scope include (1) Project Initiation and Scoping, (2) Design Drawing Development, (3) Specifications Outline, and (4) Evaluation of Diversion Alternatives.

Additional Bidding Instructions

All questions regarding the RFP should be sent as an e-mail to: JHildreth@erwsd.org. Question shall be submitted as soon as possible, but no later than 5:00 P.M. local time, on Thursday, August 1, 2024.
The Proposal should be concise, well organized and demonstrate the proposers’ qualifications and experience applicable to the Project. The Technical Proposal shall be limited to thirty (30) pages (8½" x 11"). The thirty (30) page count includes cover page, cover letter, resumes, graphics, pictures, photographs, dividers, etc. One (1) 11" x 17" page is permitted but shall be counted as two (2) 8½" x 11" pages. The page count begins with the cover page. A standard business font with a minimum 12-point font size and minimum 1” margins shall be utilized for text pages. The font size restriction does not apply to text within tables, charts, pictures, photographs, illustrations, and captions. The minimum font size for these exceptions is 8 Point.
