A. OVERVIEW
Energy Outreach Colorado Efficiency, LLC (EOCE) is a non-profit organization that operates and
administers the Colorado Energy Office (CEO) statewide Multi-Family Weatherization Assistance
Program (CEO WAP) on behalf of the U.S. Department of Energy’s (DOE) Weatherization Assistance
Program (WAP). WAP reduces energy costs for low-income households by increasing the energy
efficiency of their homes, while ensuring their health and safety. WAP prioritizes services to the
elderly, people with disabilities, households with a high energy burden, and families with children.
Typical weatherization services may include installing insulation; tuning and replacing heating and
cooling systems; mitigating air infiltration; and reducing electric base load consumption. Energyrelated
health and safety issues are also addressed through WAP. In this instance, the measures
being contracted are being funded with additional designated repair funds, outside the typical scope
of WAP.
B. PURPOSE OF THIS REQUEST FOR PROPOSAL
EOCE is soliciting for energy efficiency construction services proposals for A Multi-Family
Weatherization Assistance Program (MF WAP) Project.
EOCE has conducted an energy audit and has identified energy efficiency measures using a DOE
approved energy modeling software. EOCE is seeking bid proposals from Vendors who can agree to
the terms of the Weatherization enhancements and will perform the work specified in this public
solicitation document. Accordingly, EOCE, the property owner and the selected Vendor will enter into
a contract to address the rights, obligations, and requirements necessary for Vendors to receive
funding to perform the specified Weatherization measures.
C. MAJOR OBJECTIVES OF REQUEST FOR THIS PROPOSAL
The major objectives of this solicitation are to:
i. Identify Vendors that will provide energy efficiency measures for EOCE’s Multi-Family
Weatherization Assistance Program.
ii. To ensure that all materials and/or services meet the standards and requirements of EOCE,
CEO, and Federal Regulations.
iii. To ensure that all materials and/or services are provided in the timeframe established by
Vendors and submitted with this proposal as described in this RFP.
iv. To obtain a cost effective, line-item proposal for the requested services (Attachment A).
v. To obtain Vendors’ references for similar work performed in Colorado.
D. MANAGEMENT AND INQUIRIES
In no case shall oral communications take precedence over written communications; only written
communications shall be binding on this RFP. During the procurement process, all inquiries

EOCE assumes no responsibility for representations concerning conditions made by its Officers or
Staff prior to the execution of an agreement, unless such representations are specifically
incorporated into the RFP by subsequent official written Addendum(s). Oral conversations
pertaining to modifications or clarifications of the RFP shall not be considered part of the RFP unless
confirmed in writing by official written Addendum(s).
PROJECT SPECIFICATIONS
A. PROPERTY DESCRIPTION
Aurora Village Apartments – 15972 E 13th Pl, Aurora, CO 80011
Aurora Village Apartments is a property consisting of two buildings which are 39,500 sq. ft. each.
Each building is three-stories and there are a total of 100 units on site, in addition to a community
space and leasing office.
B. ENERGY AUDIT SUMMARY AND BID SPECIFICATIONS
EOCE is seeking weatherization construction services for the following energy efficiency measures for
AURORA VILLAGE APARTMENTS:
Energy Efficiency and Health & Safety Measures
Roof Repair and RTU System Relocation
Repair water damaged trusses on both buildings
Replace water damaged plywood on both buildings
Facilitate appropriate removal of old RTU systems
Replace (4) RTU curbs per new engineering specifications and staging
(minimum curb dimensions of 2 ft x 6 ft; minimum weight at 750 lb each with highest weight at
corner ≥250 lbs)
(Curb construction and waterproofing design build by bidding contractor)
Relocate (4) RTU curbs and ductwork per new engineering drawings
All companies submitting proposals must furnish labor, material, tools, and equipment necessary to
perform the task and do all else, reasonably implied as necessary for the prompt and satisfactory
completion of this contract. All companies submitting proposals must include all presumed taxes and
duties however designated, including all sales, use, rental, receipt, value added, personal property,
and other taxes that may be levied or assessed in connection with the Vendor’s possession, receipt,
or use of the specified energy efficiency construction materials and/or services.
The Vendor must supply all materials using only new materials and supplies or Approved Recycled
Materials that to Vendor’s knowledge are free from defects and in compliance with 10 CFR 400
Appendix A located in Attachment C of this document. The Vendor must supply tools and labor
necessary to complete the specified weatherization services according to the specifications,
sequence and cost submitted in the Vendor’s proposal.
