El Paso and Teller Counties have been designated a workforce development area by the Governor of the State of Colorado for purposes of receiving formula grants under the Workforce Innovation and Opportunity Act of 2014 P. L. 113-128 (29 U.S.C. Sec. 3101, et. seq. (WIOA), El Paso and Teller Counties are referred to as the Pikes Peak Workforce Development Area.
In accordance with the requirements of WIOA sec. 107, the chief elected officials of El Paso and Teller Counties entered into an agreement to form a consortium called the Pikes Peak Workforce Center (“PPWFC”). The Consortium is governed by one (1) Teller County Commissioner, and two (2) El Paso County Commissioners, called the El Paso/Teller Counties Consortium Executive Board. In accordance with WIOA sec. 107, the PPWFC has appointed a majority private sector workforce development board called the Pikes Peak Workforce Development Board (PPWDB). The PPWDB and the Consortium Executive Board together form the governing boards making policy and conducting oversight over the Pikes Peak workforce development system.
El Paso County serves in several capacities as allowed under WIOA. The PPWFC has designated El Paso County to serve as the grant recipient. El Paso County also provides staff support to the governing boards, serves as the fiscal agent/administrative entity and is the provider of WIOA Title I Adult, Dislocater Worker and Youth career services.
The PPWDB and the PPWFC, through the El Paso/Teller Counties Consortium Executive Board, are seeking proposals from qualified individual(s) or entities interested in serving as the One-Stop Operator in accordance with WIOA §121. The PPWDB and PPWFC intend to select a single Contractor to serve as the One-Stop Operator.
