The El Paso County Community Services Department (County) is seeking written best value bids from qualified, experienced contractors to provide all labor, materials and equipment necessary for Black Forest Regional Park Trails Construction (Project). The Project generally includes the flagging and construction of new soft surface trails; and construction of associated trail drainage structures within Black Forest Regional Park damaged in the 2013 Black Forest Fire. Completed work must meet the scope of work, attached specifications, and construction details developed by El Paso County per attachments
Black Forest Regional Park is a 385 acre regional park located northeast of the intersection of Milam and Shoup Roads at 12715 Milam Road, Colorado Springs, CO 80908. In 2013, the Black Forest Fire changed the landscape of the park as the dense ponderosa pine forest was severely burned. Efforts have since been made to stabilize soils and remove hazard burned standing trees along existing trail corridors. In 2017, a master plan update was completed to guide needed trail construction.
This project does not have CDOT oversight; there is no DBE requirement and no Davis Bacon requirement. The County reserves the right to make an award to a single vendor or multiple vendors at its sole discretion.
The Project shall include trail construction within Black Forest Regional Park, as generally described in these specifications (further details are found in the trail cross sections, estimated quantities, and site maps). Trail Loop A work area is east of Milam Road and north of the northernmost parking area.
