The Office of the County Manager and the Department of Public Affairs, in conjunction with the Board of County Commissioners of Douglas County Government, hereinafter referred to as the County, respectfully requests proposals from professional, experienced Federal legislative and regulatory affairs consultants (professional lobbyist in good standing in accordance with federal law) interested in working with Douglas County year-round.
Douglas County seek proposals from those with the following attributes: solid reputation as an ethical professional who consistently demonstrated this character on behalf of their clients; proven legislative affairs success on behalf of their clients; familiarity with and a working knowledge of the legislative process; ease of access to and key relationships within the Federal executive branch, Federal regulatory and legislative decision-makers and proven ability to leverage such relationships on behalf of Douglas County Government; working knowledge of statutes/regulations governing Colorado Counties; and depth within staff to support Douglas County regulatory and Federal legislative affairs from a high-level administrative and legislative coordination level to the strategic level.
The initial agreement, issued as a result of this RFP, will be for a period of approximately twelve (12) months from the date of selection and contracting. All proposed fees shall be firm and fixed for the initial contract period with a County option to renew. This agreement and/or extension to the original period of a subject agreement shall be contingent upon annual funding being appropriated, budgeted and otherwise made available for such purposes and subject to the County’s unanimous satisfaction with the services received during the preceding agreement period.
In addition to proposals to act as Douglas County’s general Federal legislative and regulatory affairs consultant, the County invites proposals for, and will consider contracts with, consultants interested in representing Douglas County under specific legislative priority areas, which may include but are not limited to transportation, water, economic development, or other matters impacting general County government.
