The Colorado Energy Office (CEO) is issuing this Request for Information (RFI) to gain a better understanding of how the CEO can stand up the Colorado Industrial Tax Credit Offering (CITCO) program, a tax credit program offering to maximize the impact of newly available tax credits for industrial decarbonization project identification and implementation, identifying service providers capable of developing the offering’s structure, and/or implementing the offering and associated costs. The intent of this information gathering is to conduct a market analysis that may lead to the preparation by the CEO of a Request for Proposals (RFP) for the procurement of services to assist in implementing an industrial decarbonization tax credit offering. The CEO is interested in receiving information from qualified parties, including organizations involved in performing industrial decarbonization market analyses; individuals or businesses with tax credit, utility rebate, and/or grant program development and/or administration experience.
