RFA KONA 2025000033 - Refugee Rental Assistance Program

The Colorado Refugee Services Program (CRSP) is seeking administrative agencies/organizations able to provide the following services as part of a statewide Refugee Rental Assistance Program (see Section III B, Required Project Components for further information). Rental assistance under this program is for individuals and families eligible for services from the Office of Refugee Resettlement (ORR). For the purposes of this RFA, we refer to these individuals as “refugees.” 

Refugee Rental Assistance Program Summary

The Refugee Rental Assistance Program is designed to address the impact of unprecedented increases in housing values and rental costs across the state of Colorado and support refugee populations to establish and integrate themselves into their new communities. The Refugee Rental Assistance Program provides ORR-Eligible Refugee individuals and households with rental assistance up to $600 per month for up to 6 months. Eligibility is based upon immigration status and household income/size, with eligibility confirmed at initial application, and again after 3 months in the program. Depending upon available funding, applicants may qualify to apply for a second 6-month assistance term with the same eligibility requirements checked at the same intervals.  The maximum per-month amount of rental assistance a household is eligible for is based on number of ORR-eligible individuals in the household:

• ORR Eligible Single adult or household of 2 ORR Eligible individuals: Up to $400/month
• Household of 3-5 ORR Eligible individuals: Up to $500/month
• Household of 6 or more ORR Eligible individuals: Up to $600/month

1. Case Review: Reviewing, approving/denying rental applications for the Refugee Rental Assistance Program based upon income and other factors.  Coordination with the CRSP Performance Analyst and the CRSP Housing Coordinator to ensure ORR-eligibility.
2. Administration: Working with approved tenants and their landlords to provide rental assistance based on household size. Provide payment to third party entities on behalf of eligible tenants.
