Colorado Mountain College’s Central Services located in Glenwood Springs, CO is seeking proposals from qualified partners for consulting services to perform an evaluation of CMC’s current Enterprise Resource Planning (ERP) and Student Information System (SIS). CMC currently utilizes Ellucian Colleague and has leveraged this platform continuously since c. 2004. As the system of record for both student and financial transactions, the platform serves students, staff and faculty in a range of functional areas, including Student Registration, Financial Aid, Student Accounts, Advising, Admissions, Student Grading, Human Resources, Accounts Payable, Payroll and other similar functions.
Additionally, CMC leverages a suite of auxiliary systems which enhance the functionality offered by the core Colleague product suite. CMC utilizes other Ellucian systems such as Recruit, Elevate, and TouchNet. Additional related systems and solutions include Power BI, Informer, StarRez, AcademicWorks, Global Information, Cornerstone, CollegeNet Series 25 Suite, and a custom-developed reporting infrastructure which depend on Colleague stored data to function.
Given the criticality of this system and the business value of an effective ERP/SIS platform, CMC technical leadership feels it is incumbent upon the College to periodically review the solution to ensure ongoing alignment with business needs, organizational mission, and state-of-the-art technology. As the incumbent product has been in place for over twenty years, CMC wishes to perform a thorough evaluation of installed systems and the ERP/SIS market.
SCOPE OF WORK
Project Goals
Given the length of time that has passed since implementation of the Ellucian Colleague solution, CMC seeks consulting support to perform a thorough evaluation of the campus ERP/SIS ecosystem.
This review should encompass:
1) A review of the present system architecture, capabilities, and limitations, including a gap analysis of the core system and ancillary products.
2) Extensive interaction with technical and functional stakeholders to determine and document current satisfaction with the campus ERP/SIS, desire for future enhancements/new features, and appetite for significant change as it relates to ERP/SIS services.
3) Market analysis of both current provider offerings and potential replacement candidate solutions, including strengths, weaknesses and long-term (5-10 year) commercial outlook/viability of each provider.
4) Financial analysis outlining 10-year Total Cost of Ownership for top candidate strategies.
5) Financial analysis estimating project costs associated with migration from current solution to a new provider or solution.
6) Analysis of the impact of migration on existing third-party applications or system integrations, including both business and financial impacts.
7) Based on all of the above, a written, non-binding recommendation for path forward with regard to CMC’s ERP/SIS platform.
Contractor Responsibilities
Contractor shall provide consulting team members for the duration of proposed engagement. If replacement of a team member during the engagement is required due to unforeseen consequences, said team member shall be replaced within a reasonable time with a resource of comparable ability. Any re-training or hand-off time resulting from a team member change shall not be billed to CMC.
Travel expenses shall be estimated within the RFP response. Actual travel costs, if applicable, shall be billed on a monthly basis during the engagement.
Contractor shall provide consulting team members with all resources required to complete the proposed engagement, including but not limited to computer workstation, telephony resources, necessary software, and communications systems. CMC shall provide account access as needed to reach target systems, but shall not support all team member technical needs for the duration of the engagement.
Colorado Mountain College Responsibilities
CMC shall provide appropriate technical, managerial, and functional contacts as needed to enable business process and technical discovery efforts as needed. For on-site work, CMC will provide a
workspace for consulting team members, as well as access to project location and systems as needed. A training room will be made available for on-site technical and user training sessions as needed.
Work Schedule / Project Location
Any on-site services shall be provided Monday through Friday during the hours of 8:00 AM to
5:00 PM Mountain Time. Any work that must be performed on-site will be conducted at the CMC-ITS department located on the at 802 Grand Ave, Glenwood Springs, CO 81601. Public parking is located at the corner of 9th and Cooper. Otherwise, street side parking has a two-hour parking limit.
