Project Purpose
The Colorado Department of Transportation receives an annual allocation of funding through the Federal Transit Administration 5311 program to provide services under the Rural Transportation Assistance Program (RTAP). The rural transportation assistance program provides a source of funding to assist in the design and implementation of training and technical assistance projects and other support services tailored to meet the specific needs of transit agencies in rural areas of the State of Colorado (the State).

The objectives of RTAP are:
- to promote the safe and effective delivery of public transportation in rural areas and to make more efficient use of public and private resources;
- to foster the development of state and local capacity for addressing the training and technical assistance needs of the rural transportation community;
- to improve the quality of information and technical assistance available through the development of training, technology, and technical assistance resource materials;
- to facilitate peer-to-peer self-help through the development of local networks of transit professionals;
- to support the coordination of public, private, specialized, and human service transportation services; and,
- to build a national database on the rural segment of the public transportation industry.
Project Activities
To achieve the above objectives, the selected vendor shall perform the following activities:

- Develop and implement RTAP Activities for the State. RTAP Activities fall into four categories: training, technical assistance, research, and related support services (FTA C 9040.1G, Page IX-2, Section 4.a).

- The selected vendor shall provide maximum opportunity for public and/or private rural transit agency participation in the developed RTAP Activities. Rural is defined as an area encompassing a population of less than fifty thousand people that has not been designated in the most recent decennial census as an “urbanized area” by the secretary of Commerce (FTA C 9040.1G, Page I-5, Section ff.) Participation in RTAP Activities by non rural transit providers is permissible, at the state’s discretion, so long as the activities are primarily designed and delivered to benefit rural transit providers.
Project Tasks
The selected vendor shall:

- Task #1 Annual Curriculum
Develop an annual curriculum targeting RTAP Activity needs of rural transit agencies. The annual curriculum shall identify and establish priority areas of need for RTAP Activities in the State. The annual curriculum shall include a schedule of training(s) to be provided in a Contract Year, described in more detail in Deliverable #1, below. The annual curriculum and the schedule of training shall be due by the dates reflected in Deliverable #1 of this SOW.

- Task #2 Advisory Committee
Immediately maintain and participate in the established RTAP advisory committee of rural transit agency representatives within the State to provide ongoing review and comment on the selected vendor’s RTAP activities and training schedule. The selected vendor shall provide advisory committee meeting minutes and feedback to CDOT. CDOT will provide the contact information of advisory committee members to the selected vendor. The selected vendor shall make every effort to implement the advice and comments of the RTAP advisory committee if directed to by CDOT.

- Task #3 Rural Transit Agency Training
Provide either directly or indirectly, through subcontracting (the selected vendor may not subcontract without the prior written approval of CDOT), training that is guided by the annual curriculum and accounting for the review and comments of the advisory committee indicating training that would be most helpful to rural transit agencies. This training shall include identifying the appropriate venue (physical location and/or virtual delivery), marketing the training, providing the course materials, certifying the individuals who complete the training, and providing an annual training report, as outlined in Deliverable #3, to CDOT before the final day of each year-long term of the Contract. The selected vendor shall provide one-off training(s) and technical assistance independent of the annual curriculum activities to meet Federal and/or State deadlines as identified by the selected vendor and/or CDOT.

- Task #4 Transit Information Sharing
No later than six (6) months from the Effective Date of the Contract, the selected vendor shall create a method for sharing and storing transit related information. This includes:

- Maintaining a telephone number and website where transit professionals can submit requests for assistance or information.
- Facilitating connections among Colorado transit professionals to support peer-to-peer networking.
Project Deliverables
- By August 31, 2022, the selected vendor shall provide to CDOT the annual curriculum outlined in Task #1 which shall include a schedule of training for the year. This schedule of training shall include tentative training locations (or virtual options), target audiences, and training topics. The schedule of training shall propose approximately 4 - 10 training sessions per quarter. The exact number of trainings shall be at the selected vendor(s)’ discretion, unless otherwise directed by CDOT, based on the identified priority areas of need both geographically and topically. For any subsequent contract years, the deadline is December 31st. For the proposed contract term, these dates are:
- August 31, 2022
- December 31, 2022
- December 31, 2023 (if CDOT extends the term of the Contract)
- December 31, 2024 (if CDOT extends the term of the Contract)
- December 31, 2025 (if CDOT extends the term of the Contract)
- The selected vendor shall provide quarterly training reports (every three months) to CDOT of training provided. Quarterly Reports shall list the date, topic, course location, number of attendees, and the agencies represented by attendees.
- The selected vendor shall provide, no later than 30 days after the close of each calendar year, a complete annual training report as mentioned in Task #3 above and a complete annual training report by June 30 of the final term of the Contract if CDOT renews the Contract for all available optional year-long terms. The annual report shall include the following information:

- Course date(s);
- Course location(s) or method of virtual delivery;
- Instructor(s)’ name, affiliation, accreditation, and/or certifications, as applicable;
- Course title(s) and topic(s);
- Whether each training was a new or refresher course; and
- Student information
- Student name(s)
- Contact phone number(s) and/or email(s)
- Student(s)’ organization
Reimbursement
CDOT shall reimburse the selected vendor for costs associated with the efforts outlined above. Appropriate travel and meals are included and paid up to the daily state per diem rates in force at the time. The selected vendor shall identify staff positions and rates in their proposal for work performed for each Task.
The selected vendor shall submit invoices monthly through the Colorado Transit & Rail Awards Management System (COTRAMS) no later than 45 days after the close of the month. Backup documentation shall be acceptable to the CDOT Headquarters Business Office. Invoices submitted to CDOT for reimbursement shall itemize staff positions and associated rates under the Contract for all work performed, and travel and per diem reimbursement requests shall be supported by associated receipts.
Required Qualifications
The selected vendor shall meet the following required qualifications to be considered for this project:
- The selected vendor shall have no less than three (3) years of experience in directing, coordinating, and presenting training materials related to rural public transit. This may include transit finance, operations, marketing, maintenance, and other related programs.
- The selected vendor shall demonstrate a strong knowledge of transit in Colorado including the key issues facing rural transit in Colorado as well as transportation programs and policies designed for seniors and persons with disabilities.
- The selected vendor shall be registered and in good standing with the Colorado Secretary of State at the time of the Contract. The selected vendor shall be a registered supplier with CDOT at the time of the Contract.
