Description

Wray Civic Center, a facility totaling approximately 44,014 square feet. The Civic Center will serve as a cornerstone of community, cultural, and governmental functions, integrating five primary components:

City Hall – providing modern administrative offices and public service areas;
Event Space and Resiliency Hub – designed to accommodate up to 350 guests and equipped with a commercial kitchen to support community gatherings and emergency response operations;
Police Headquarters and Emergency Operations Center – offering a secure, coordinated base for law enforcement and public safety;
Wray Museum – preserving and showcasing the community’s rich history and heritage; and
On-site Parking Facilities – providing accessible and convenient parking for staff and visitors.

The design for the Wray Civic Center is based on a pre-engineered metal building system, with full architectural, structural, mechanical, electrical, and civil specifications included in the bid package.
A mandatory virtual pre-bid meeting will be held on October 29, 2025, at 10:00 a.m. All prospective bidders must attend this meeting to be eligible to submit a proposal. The meeting can be accessed at the following link:

Following the virtual pre-bid meeting, City staff will be available to conduct an on-site walkthrough by appointment.
The selected Contractor will be responsible for providing all labor, materials, equipment, and services necessary for the complete construction of the Wray Civic Center, including site preparation, utility connections, building systems, finishes, and compliance with all applicable codes and standards.
Construction is expected to commence after January 26, 2025, with substantial completion anticipated by June 5, 2027.
