In September 2019, City Council adopted a revised riparian setback ordinance as outlined in Section 070.040.020(d)(24) Conservation of Waterways of the Glenwood Springs Municipal Code (found here: Muni Code). The ordinance provides for a 35-foot horizontal setback from the ordinary high-water mark (OHWM), as defined by the US Army Corp of Engineers in italics below, from perennial and live streams.
“The term ordinary high water mark means that line on the shore established by the fluctuations of water and indicated by physical characteristics such as a clear, natural line impressed on the bank, shelving, changes in the character of soil, destruction of terrestrial vegetation, the presence of litter and debris, or other appropriate means that consider the characteristics of the surrounding areas.”
The City of Glenwood Springs, located at 101 West 8th Street, Glenwood Springs, CO 81601 is requesting quotes from qualified firms and/or individuals for the delineation and mapping of the OHWM for the stretches of Mitchell, Oasis, and Three Mile Creeks and the Roaring Fork and Colorado Rivers within and one-tenth mile adjacent to the municipal limits. Please provide costs for each creek/river separately as the City may choose to only delineate/map certain streams at this time. Please note, the City will utilize data gathered by the project for future planning purposes only, not for site specific development. The work is anticipated to begin in late September/early October 2021.
