Description

This request is a competitive Request for Proposal (RFP) to select a qualified firm(s) to provide adequate security coverage at Denver International Airport (DEN). DEN is unbundling one existing contract, into three separate contracts: Regulatory Security Services, Curbside and Public Area Interfaces, and Total Queue Management (TQM). This request is for the Regulatory Security Services contract. Briefly, these services may include vehicle and perimeter gate entry, vendor delivery inspections, personal property searches, door alarm response, security incident resolution, employee screening, foot and vehicle patrols, credential verification, and person vetting.

Airfield vehicle gate access and perimeter patrols: The selected firm will be responsible for the federal regulatory oversight of approximately 3,698 weekly hours or 92 Full Time Equivalent (FTE) employees. Posts at DEN perimeter gates support over 65,000 entries and exits to/from the airfield per month. Vehicle Gates must be staffed 24/7 or adjusted based on operational needs at the direction of Airport Operations. Perimeter Gates are staffed based largely on contractor needs and occasional requests from tenants. Security Officers working the gates and perimeter must be able to perform person verification, vehicle inspections and personal property searches as required in the federally regulated airport security program.

Vendor delivery inspections and concourse patrols/response: The selected firm will be responsible for the federal regulatory oversight of approximately 5208 weekly hours or 132 FTE employees. DEN currently has 15 vendor inspection points located on three (3) different concourses and one (1) dispatch position that responds to vendor inspection requests and dispatch concourse guards.

Terminal patrols/response and Employee screening: The selected firm will be responsible for the oversight of approximately 3248 weekly hours or 81 FTE employees. DEN currently has three (3) employee access screening points which would need to be staffed 24/7. Security Officers will perform personal property searches, looking for prohibited items, and be familiar with technology to enhance screening that is either provided by the contractor or the airport. The selected firm will be required to provide security in the public area of the Main Terminal.

Site Visit - MANDATORY
The Mandatory site visit is scheduled for November 16, 2021 at 1:00 PM Denver Local Time. Pre-registration is required. Registration must be completed no later than November 10, 2021.

All site visits will visit the same locations in the same order and participants will be provided the same information. Participants will meet on their scheduled day and time in the lobby of the Airport Office Building located on the 6th floor of the Jeppesen Terminal adjacent to A-Concourse security screening at Denver International Airport, 8500 Pena Boulevard, Denver, CO 80249. Please arrive at least 15 minutes prior to the start of your scheduled site visit.

You must attend the Mandatory Site Visit. Registration is required to attend the site visit. At least one member from each company must attend the site visit. Your attendance must be documented during the site visit in order for your company to submit a responsive proposal.
