This Project is to design and build a new Thornton Active Adult Center (“Center”) to replace the existing Thornton Active Adult Center. Thornton is committed to supporting independence and social engagement of Thornton’s older citizens, and believes the Center will further promote this obligation. The existing Thornton Active Adult Center will be re-purposed following completion of the Project and the re-purposing of the existing facility is not within the scope of this Project, at this time. The Owner has chosen the Design-Build method of delivery to maximize the value of the established budget for the Work. The budget established for this Project is thirteen million four hundred thousand dollars ($13,400,000) for the Work and associated soft costs. The DB shall be responsible for all disciplines required to design, engineer, estimate, and construct the Project in accordance with all governing codes and requirements. The DB’s compensation for design and pre-construction Work will be subject to a Not-to-Exceed amount and paid on a percent complete basis. Upon completion of Pre-Final Design Documents, Design-Builder shall present its Guaranteed Maximum Price (“GMP”) Proposal to Owner, which shall include the detailed basis for the GMP. Subsequent to negotiations and upon Owner’s acceptance of the negotiated GMP, the GMP and its basis shall be incorporated into the Agreement by Amendment.
The Project Site is located at the southwest corner of the intersection of Colorado Boulevard and 112th Avenue in Thornton, CO. The site is an undeveloped area within the existing Margaret W. Carpenter Park. There is an existing pedestrian/bike path located to the north and a parking lot for the existing Margaret W. Carpenter Recreation Center is located to the south of the Project Site. The Center shall be designed and constructed in a manner that will minimally impact the operations of the Margaret W. Carpenter Recreation Center. The Owner does not have existing geotechnical information for the Project Site; however, the site soils are anticipated to have high swell potential. DB shall be responsible for providing a Geotechnical Report and providing structural design to mitigate any soil conditions.
The Project includes a significant public outreach component. Thornton’s City Council is requiring the Owner to obtain additional community input on the Center’s programs and offerings. To accomplish this, Thornton’s City Council will impanel a Citizen Advisory Task Force (“CATF”). The DB shall be required to lead and organize these outreach efforts, to satisfy the community input requirements. Based on the outcome of these efforts, the DB shall work with the Owner to update the programming requirements for the Project. Detailed Project requirements are outlined in the Exhibit A1 Owner’s Project Requirements of Exhibit 5 Draft Design-Build Agreement, which is referenced under a separate cover from this RFQ.
