16-224 - Comprehensive Plan Update

Project Description:  Thornton requests proposals for a Consultant to assist with the 2019 Comprehensive Plan Rewrite.  Thornton’s Comprehensive Plan provides a vision for the future and serves as the foundation upon which Thornton’s systems and services are built.  The Plan provides a basis for the coordination between and among all of Thornton’s detailed plans and implementation programs in which Thornton engages.
 
Thornton will be undertaking a ten (10) year major rewrite of the Comprehensive Plan.  The Comprehensive Plan underwent a major update in 2007, and in 2012 staff conducted an in-house minor/technical update.  The 2019 Plan is envisioned to be a major rewrite of the Comprehensive Plan similar in scale to 2007, but with a more extensive and innovative outreach and visioning component.  Thornton encourages cutting-edge techniques as part of the rewrite endeavor.  The 2019 rewrite will comprise two (2) interrelated phases, visioning, and the Plan document stage.
