Summary of Specifications:
Thornton is seeking Proposals from Service Providers interested in performing the technical administrative, professional, and other labor task(s) necessary to continue the CDBG Help for Homes Minor Home Repair Program. This program falls under Thornton’s funding primarily by the Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). Thornton’s CDBG funds are intended to support the delivery and rehabilitation costs of the existing CDBG Help for Homes Program. The CDBG Help for Homes Program provides minor repairs to low to moderate income individuals with disabilities, and seniors owning a home and living in Thornton. The Program is intended to assist with repairs related to safety, accessibility, and health concerns. Thornton is responsible for the overall administration of the Program, to ensure compliance with CDBG regulations. The Service Provider is responsible for the rehabilitation and related project delivery costs to ensure the approved repairs are completed in a timely manner. Specific tasks for the Service Provider and Thornton are detailed in the Delineation of Duties section of the Service Provider’s Scope of Services. Thornton reserves the right to award to multiple Service Providers. Nothing herein guarantees any minimum amount of Work to any Service Provider.
To be minimally qualified for consideration for award, proposing firms must have successfully completed three (3) projects in the Denver metro area that have a similar degree of complexity and completed through a CDBG fund within the past five (5) years.
