REQUEST FOR PROPOSALS E-District Project ARCHITECTURAL/ENGINEERING SERVICES FOR THE EXPANSION OF THE PUEBLO CONVENTION CENTER AND RELATED FACILITIES INTRODUCTION AND DESCRIPTION OF THE PROJECT The Pueblo Urban Renewal Authority (PURA) works collaboratively with the City of Pueblo, the Historic Arkansas Riverwalk of Pueblo (HARP), private-sector real estate developers, and the citizens of Pueblo to actively promote and facilitate the redevelopment of blighted areas of Pueblo. PURA is seeking an Architectural/ Engineering firm who has experience in designing convention center structures. This Request for Proposals (RFP) does not require design development for surrounding outdoor venues. PURA and the City of Pueblo have received approval from the Colorado Office of Economic Development and International Trade (OEDIT) for up to $43.9 million in financing pursuant to the Regional Tourism Act (RTA) grant. The first of three phases of the RTA grant has a budget of $15,000,000.00. This solicitation is only for the first phase and shall not be construed that the firm selected for Phase I shall be retained for subsequent phases. An addition to the Pueblo Convention Center will contain exhibition hall, meeting rooms, storage, restrooms and associated spaces. Included within the exhibition hall will be a training area for the professional bull riders that will be used periodically throughout the year. The E District project is part of a larger master plan (see Attachment 1, Phased Drawings and General Descriptions) which will include a hotel, parking lot, and outdoor areas adjacent to the Historic Arkansas Riverwalk Project (HARP) in accordance with all the terms and conditions contained in this RFP. Submittals will be received up to the hour of 2:30 PM (local time) on Tuesday, May 21, 2013 at the Pueblo Urban Renewal Authority office, 115 E. Riverwalk, Suite 410, Pueblo, Colorado 81003, 719-542-2577. A mandatory pre-submittal meeting is scheduled for Monday May 6th, 2013 at 10:00 AM at the Pueblo Convention Center, 320 Central Main Street, Pueblo, CO 81003. If unable to attend, the architectural firm must contact PURA Executive Director prior to the pre-submittal meeting to schedule a walk through. All prospective prime architectural firms wishing to be considered must be in attendance.
