The City of Loveland (COL) Facilities Management Department is requesting Statements of Qualifications (SOQ) from qualified teams for a Design-Build (D-B) project to design & construct a compressed natural gas (CNG) fast-fill fueling station as well as replace/upgrade the existing petroleum fuel islands (Project). Partial funding for the Project was secured from a grant from the Federal Highway Administration distributed to/through the Colorado Department of Transportation (CDOT), therefore submitters (Submitters) must comply with all applicable Federal, State, and COL requirements.

To be considered, a Design-Build team shall submit a SOQ via email on or before 2:00 p.m. (Mountain Time), 13 May 2021. Proposals must be received electronically at bids@cityofloveland.org. Please type “Design-Build Team for Compressed Natural Gas Facility & Fuel Island Replacement” in the subject line of your email. Submit SOQs in a .pdf format, with a maximum of 25 pages, excluding introduction letter/cover.
The intent of this project is to replace the COL’s 34-year old underground fueling infrastructure (diesel and gasoline), with new fuel tanks, fuel pumps and associated piping, fuel management systems with leak detection, and a new CNG refueling facility. The fueling station is a 24-hour, 7-day a week self-serve operation. The current fueling operation will be impacted during the new construction.
