RFP-422024 - Twin Peaks Golf Course Irrigation System Replacement

Important Note:
Attendance by prospective proposers is required at the mandatory pre-proposal conference. Proposers must sign in using the company name that will be used on the proposal form when submitting their proposal.
Proposers must be on time to the mandatory pre-proposal conference. Proposers will not be allowed to sign in to the meeting once we start discussing the scope of work.
An on-site showing will be held immediately following the mandatory pre-proposal conference to allow prospective proposers an opportunity to view the project site. This will be the only time the City will conduct a showing of the project site.

Scope: The Work of this project will focus on the removal and installation of a new the irrigation system at Twin Peaks Golf Course. The new system shall replace the golf course’s existing irrigation system with a modern one that maximizes water and energy efficiency.

Minimum Qualifications: The City of Longmont is seeking qualified contractors with applicable experience comparable to the Scope of Work, as described above, for the Twin Peaks Irrigation Replacement Project. The City will only consider proposals from licensed contractors who meet or exceed the following minimum qualification criteria in order to be considered for award. The Proposer must submit evidence that they meet these requirements in their proposal. Any proposal that fails to comply with these requirements will be considered non-responsive. See Special Conditions 5.0 for additional details.

1. Qualified contractors shall have a minimum of four projects completed in the last 5 years that involved the installation of a new irrigation system on a championship length golf course. Three of those courses shall be 18-hole golf holes/turf irrigation projects that include high density polyethylene pipe.
2. The Contractor’s representative who is directly responsible for managing the project and the on-site project superintendent must have at least 2 years of employment with the Contractor and a minimum of 7 years of experience in irrigation system installation with at least one qualifying project of similar scope and complexity. A resume indicating experience supporting this requirement shall be included as part of Attachment C in the Proposal Submittal Documents.
3. All personnel assigned to the Work of this Contract shall have experience in irrigation system installation.
4. All installation personnel who are expected to work with any component of the electrical system components shall have attended and satisfactorily passed the Paige Electric Company certification, Irrigation Association or equal program.  Provide a copy of the “certificate of successful completion” for each person installing electrical products on the project with Attachment C of the Proposal Submittal Documents. 
5. The Contractor shall have successfully installed high density polyethylene pipe for three complete 18-hole golf holes/turf irrigation projects. References are required, these references must provide a satisfactory response or the experience will not be accepted. To demonstrate meeting this requirement, complete and submit Attachment C of the Proposal Submittal Documents.
6. The lead technician(s) must have been trained at an accredited ASTM F3190-16 Standard Practice for Heat Fusion Equipment (HFE) Operator Qualification on Polyethylene (PE) and have fusion certification within the last 18 months at Mc Elroy, ISCO or Aquafuse certification program.  Provide certificates as part of Attachment C of the Proposal Submittal Documents.
7. If the Contractor owns butt or sidewall fusion equipment, the equipment must be serviced prior to use for this project. The machine must be environmentally friendly and satisfactory working order. The hydraulic system must be leak free. The pressure gauge, heat thermometer and data logger/recorder must be checked for accuracy.  If a butt fusion machine is rented, it must be rented from a company (ISCO or McElroy) that has a fusion machine service center or centers certified by the butt fusion machine manufacturer. The machine must arrive with certification that the pressure gauge, heater thermometer and data logger/recorder were accurate when shipped.
8. Qualifying projects must have been performed principally by the Contractor’s own forces. Work performed principally by other contractors or subcontractors will not be considered as qualifying.
