RFP-MD-19075B-F - Pipeline Construction Project Overseer for the Town of Lyons

SCOPE: The City of Longmont (City) and Town of Lyons (Town) will be constructing new pipelines in Apple Valley Road northwest of the Town of Lyons and in Boulder County Jurisdiction. The pipeline projects are located on Apple Valley Road beginning at the intersection of US Highway 36 and Apple Valley Road.  The City will construct approximately 5,100 linear feet of new 24-inch diameter pipe referred to as North St Vrain Pipeline (NSVP).  The Town will construct approximately 3,700 linear feet of 12-inch diameter potable waterline.  Both projects are being constructed to replace the existing pipelines that are located near the North St Vrain Creek and were exposed to the risk of flood damage and will receive Federal Flood Recovery funds.
 
The pipeline projects are located within two jurisdictions; Boulder County and the Town of Lyons. Approximately 1,500 feet of each pipeline will be in the Town of Lyons and will not require a Project Overseer within the Town limits.  Each project was separately reviewed by Boulder County Land Use and received separate Activities of State Interest or 1041 permits.  Each 1041 permit requires a Project Overseer for each project.  The Town and City (Owners) will contract separately for separate Project Overseers.  This RFP is soliciting a Project Overseer for the Town of Lyons.
