The City of Edgewater owns approximately 10,000 sq. ft. of land, an office building and a parking area, located at 2401 Sheridan Boulevard, which is currently used as Edgewater City Hall.  The property is zoned C-1 (Commercial 1).  The City seeks proposals from qualified developers who would purchase the property at or near fair market value, and redevelop it as a retail sales tax-generating use.   The City desires a retail development that maximizes sales tax revenue, while providing a quality improvement to the property.  The City will consider retail property uses that may not maximize sales tax generation, but are likely to draw other business to the community and/or enhance the desirability of the community as a result of the quality or reputation of the user, or the degree to which the user provides goods not otherwise available in the City. 

The City seeks a financially strong developer with a solid record of successful performance in retail projects.  Particular consideration will be given to developers with proven expertise in developing, financing and leasing quality retail development. The City’s desire is that the property will remain zoned C-1, and the City is not seeking a mixed-use proposal.  Significant parking requirements exist in all commercial zones in the City, and the height limit along Sheridan Blvd. is 25 feet.  The proposed development must meet applicable zoning and design standards, including parking requirements.

For the purpose of this RFP&Q, all submittals should address the viability and tradeoffs associated with retail development, and all submittals should include a recommendation in regard to maximizing the sales potential in the development. 

With the proviso set forth above with respect to the nature of the user, the City intends to select a development proposal that 1) maximizes the potential of the site for retail sales, and 2) addresses the City's goals for quality design and functionality.  This RFP&Q process is designed to obtain information that will allow us to compare multiple proposals in a systematic way.  We are requesting that all responses include a complete proposal (see Developer Proposal) that is based on the project goals described above.  This will allow us to compare proposals uniformly.   However, we are also asking that, if a proposer has an alternative approach that would generate more community benefits or would be preferable in any way, that alternative should also be presented as an alternative option(s).  The City reserves the right to select the Developer that is deemed, in its opinion, to best meet City objectives and purposes.  

The City also reserves the right to reject any or all proposals for any or no reason, to terminate this RFP&Q process at any time for any or no reason, and to seek new or additional proposals with respect to the property.  The City will not reimburse any party for any costs or expenses incurred in responding to the RFP&Q or in negotiating with the City, nor that may arise as a result of the termination nor modification hereof,  and proposers are at risk in in that regard.
