The City of Commerce City (“City”) is soliciting proposals from qualified vendors
(“Respondents”) to perform security services to assist the City in achieving general safety and
security to city-owned recreation centers, and when needed, provide special event and water park
security, as described in this Request for Proposals (“RFP”). The selected Respondent is expected
to provide unarmed, uniformed security officers defined as an employee of the Contractor who is
physically capable of performing the services, who has completed the appropriate training in the
following areas: essential duties of private security personnel; legal authority of a security
officer; procedures relating to notification of police in the event of criminal activity; report
writing; radio use procedures specific to the City’s police department and the Adams County
Communications Center; basic emergency first aid; courteous enforcement; and legal restrictions on
arrest, restraint of persons, and use of force., as more fully
detailed in the Scope of Services section of this RFP (“Services”)
