The City of Castle Pines is pleased to release this Request for Proposal for professional services related to developing an Economic Development Strategic Plan (“Project”). Located along the southern Front Range in Douglas County, the City of Castle Pines is a diverse, creative, and unique community of approximately 16,500 residents with a projected buildout population of 35,000. Currently, the City has a single commercial area, but substantial land is available for commercial development. This study aims to position the City toward a resilient, sustainable, and vibrant economy.
The objective of this RFP is to select a respondent that satisfies the City of Castle Pine’s need to complete a comprehensive Economic Development Strategic Plan. The project is expected to take four months, from contract execution to final deliverables. The City is open for discussion on the ultimate budget and timeline. This study intends to answer three main questions:

- What is our current standing? For example, what is our current economic base?
- How do we progress to our next stage? For example, how do we increase Castle Pines’ appeal for development and develop strategic opportunities for economic growth?
- What are the recommended short, medium, and long-term strategies?
