Summary of Specifications:
The City of Boulder is soliciting proposals from firms to complete a Utility Rate Analysis for its water, wastewater, and stormwater/flood management utilities. There are two main reasons for completing the analysis at this time. First, it is best practice to regularly review rate methodology. It has been a number of years since the city comprehensively examined its rate structures. Second, the city is seeking to assess the rate structures’ effectiveness in meeting important goals, which can sometimes be at odds with each other.

This project is not intended to result in any large scale changes to the city’s rate structures. Rather, it is intended to identify opportunities for improvements and modifications that will ensure the rate structures are in alignment with current conditions and supporting city goals.
