The City of Boulder, Colorado, Department of Energy Strategy and Electric Utility Development and Community Planning and Sustainability seeks proposals from qualified persons or firms for Solar Strategy Development as a part of Boulder’s Energy Future and Climate Commitment Planning.
The city is re-releasing this RFP, which was initially issued as RFP 14-2017 on February 8, 2017. Part 2 of this RFP 26-2017 is modified to remove the portion that will have the consultant draft and support an RFP process for any strategy implementation. This allows for firms that want to bid on future implementation to be allowed to do so. In the previous answers to questions released on February 21, 2017, the city responded that firms completing the strategy could not bid on future implementation; this is no longer the case. The city realized that there are potential missed opportunities by not offering the opportunity for the expertise in developing a strategy to be leveraged in implementation. While there are no guarantees that the same firm will be selected for implementation, this path offers the opportunity for firms that develop the strategy to compete for implementation.
